Trial &1, type &2 cannot be used as the higher-level trial

What causes this issue?

The Customizing settings for the trial type &V2& do not permit it to be
assigned a lower-level trial.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Select a different trial with a type that permits the assignment.
