Unable to assign document assignment for change status &1 &2

What causes this issue?

This error occurs when BAPI structures are converted to API structures
before the recipe is created in the target system.
The document assignment stored in the transfer structure must be
assigned to a change status. This assignment cannot be made.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the key information in the BAPI structure of the document
assignment. This key information must refer to a change status in the
BAPI structure for change statuses.
