Unable to delete superfluous scopes of application (&1)

What causes this issue?

The recipe is locked.

System Response

When recipes are distributed, existing scopes of application for a
recipe are compared with the scope of application data in the transfer
structures. All scopes of application that are no longer needed are
deleted from the target system. In this case, however, deletion failed.

How to fix this error?

Check whether the scope of application or the recipe is locked by
another user and restart the distribution process.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
