What causes this issue?

This scanner looks for programs, which are Unicode-enabled but include
files, which are not Unicode-enabled themselves. But here we see a
syntax error, though the Unicode flag is off.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Proposal E:
Please have a look at marked programs or include files.
Look at the protocol of the scanner and use transaction UCCHECK or
SE38 to see the cause of the problem.
Until the program the program is corrected, it will not work. As the
scanner does not know, wether this is an important program or a less
important program, the impact on the system is not known.
