What causes this issue?

Measurement type <ZH>&V1&</>is <ZH>not</> defined as a differing
measurement for an object.
However, according to your Customizing settings, this measurement type
is only allowed to be entered with reference to an object.

System Response

You are <ZH>not </>allowed to enter a differing measurement without
reference to an object.

How to fix this error?

Enter an object for the differing measurement or delete the differing
measurement.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
