Term (&2) with number &1 does not exist

What causes this issue?

The condition in the term assignment refers to term (<ZH>&V2&</>) with
number <ZH>&V1&</>. However this term does <ZH>not</> exist.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Delete the assignment, or create the term.
