Workbook "&1" accessible in Favorites (user-specific menu)

What causes this issue?

No reference to the newly activated workbook could be found in a
user-specific or cross-user menu when activating. A reference for this
workbook has therefore been created in a user-specific menu (favorites)
for the current user.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
