Not all planned changes for the day activated in table &1

What causes this issue?

Changes were planned for table &V1& that have not yet been activated.
In other words, there are planned change documents for this table from
which no changes to master data have yet been generated.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
