What causes this issue?

The usage decision code &V1& contains the follow-up action &V2&, which
cannot be executed in this context. Usage decision codes with follow-up
actions are only supported in the context of a Fiori app or API if the
only function module assigned is the function module to trigger an EWM
follow-up action (function module QFOA_EWM_LOG_FOLLOW_UP_S4). The 'After
Posting' indicator must not be set for the function module.

System Response

The usage decision is not saved.

How to fix this error?

If you want to make a usage decision executing follow-up actions, use
'Record Usage Decision' (transaction QA11) or 'Change Usage Decision'
(transaction QA12).

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
