The target value is greater than the upper tolerance

What causes this issue?

For quantitative data there is an upper limit that is smaller than the
entered target value. This upper limit is on either the detail screen
for quantitative data or on the additional data screen for quantitative
data.

How to fix this error?

Check the upper limits on both screens and change these before changing
the target value.
