Only completely maintained master inspection characteristics are allowed

What causes this issue?

You can only use master inspection characteristics that have been
completely maintained and released as a copy model for unplanned
characteristics.

How to fix this error?

Select an appropriate master inspection characteristic as a copy model.
If one is not available, notify your system administrator to ensure
that a corresponding master inspection characteristic will be created.
