What causes this issue?

The specification data for characterisitc &V3& (identifier: &V1&) from
certificate profile &V2& was not found.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

characterisitics that have been fully processed are included. The
