Problems with transport: info structure &1 will not be created

What causes this issue?

The system tried to enter the info structure &v1& in a transport
request. This was not successful. The reason for this is in another
message in the error log.

The info structure &v1& will not be created.

How to fix this error?

Fix the problems in the transport system then try again to create the
info structure.
