What causes this issue?

You do not have either the transaction authorization, a structural
authorization, or a Basis authorization required for creating a
business event.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In Customizing, maintain the missing authorizations. If you do not have
authorization to do this, contact whoever is responsible and request
that they do it.
