What causes this issue?

A program occurred in an upgrade or in a support package import that is
preventing the process from continuing. For details, see the message
&V1&&V2&.
Follow-up actions are required after the upgrade or support package
import has finished.

System Response

The process continues without interruption. After the upgrade or import
has finished, the system again indicates the problem that occurred.

How to fix this error?

Do not interrupt the process.
Read to the previous message &V1&&V2& and its long text. It contains
further information about the problem that occurred.
In an upgrade: Check whether the previous message &V1&&V2& is mentioned
in the upgrade guide or in the supplementary upgrade note.
If you cannot find sufficient information here to correct the problem,
