What causes this issue?

One of the following applies for this transport request:
The request does not contains any programs that need to be run after the
import.
All programs that need to be run have already been executed in a
preceding transport step.
The programs that need to be run belong to switchable packages in the
Switch Framework that have not be activated in this system.
The programs that need to be run have the ID <LS>R3TR XPRA</> in the
first two columns of the transport request editor.

System Response

No programs are executed.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
