Change/transport request & does not exist

What causes this issue?

Transport/change request &V1& is not in this system.

System Response

The change/transport request cannot be processed.

How to fix this error?

Check whether the change/transport request &V1& was imported into this
system.
In transaction <DS:TRAN.SE01>SE01</> enter the number &V1& in the field
<LS>Number</>.
Choose <LS>Transport request</> -> <LS>Display</> and on the
next screen <LS>Info</> -> <LS>Transport logs</>.
Select the lines that contain the name of the system and the text
'import' or 'main import' with the mouse by double-clicking or
pressing <pf>F2</>. The import logs for the transport request
will now be displayed.
