Invalid data base operation indicator &1 for NCD header &2

What causes this issue?

The net calculation document (NCD) header &V2& (<LS>ObjectID</>)
contains the invalid database operation indicator &V1& in the NCD
buffer.
An internal error has occurred.

The data base operation terminates the saving.
