What causes this issue?

The action &V1& entered cannot be canceled by the action &V2&.

System Response

The data cannot be saved.

How to fix this error?

Enter a valid action to be canceled. The action to be canceled must
fulfill the following conditions:
It must have the same action type (detection or protective action) as
the canceling action itself.
It must be assigned to the same cause as the canceling action itself.
It must already be confirmed. The confirmation must have been done
before the confirmation of the canceling action itself.
It must not have been deleted nor removed.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
