Error in creating/delimiting holder relationship & & - & &

What causes this issue?

The holder relationship between &V1& &V2& and &V3& &V4& could not be
delimited or created.
There could be various reasons for this:
- ,,Object &V1& &V2& is locked
- ,,The time constraint set for holder relationships does not allow
,,the creation of this relationship
- ,,You have got no authority to change one of the objects
-,,You have got no authority to change infotype 1001

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the reasons above. If object &V1& &V2& is locked, repeat the
procedure, as soon as &V1& &V2& is unlocked. If none of the reasons
apply, try and create the relationship using a transaction from
Organizational Management (transaction, pp01, ppom, for example). This
will allow you to determine the reason for this situation, you will
then be able to act accordingly.
