&1 &2: Package hierarchy of package &3 contains errors; check package &4

What causes this issue?

The package hierarchy of package &V3& is not really hierarchical:
this means that if you proceed from package &V3& always to the immediate
superpackage, you never get to the end (= root package of package
hierarchy; has no superpackage assigned) since the package hierarchy has
a ring closure.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

The package hierarchy of the package &V3& needs to be cleaned up; check
package &V4&.
