Package & is not a valid predecessor

What causes this issue?

&v1& is an invalid predecessor for &V2&. The type of predecessors that
are permitted depends on the package type:
R/3 Support Package: Has no 2nd predecessor at present
R/3 HR Support Package: Can only have an R/3 Support Package as 2nd
predecessor
BW Support Package: Has no 2nd predecessor at present
Component Package:
If the component is SAP_APO, only a BW Support Package can be the 2nd
predecessor.
If the component is SAP_HR, point 2 applies.
If the component is SAP_BW, point 3 applies.
