What causes this issue?

The data is currently locked by user &V1&. The data that has been
changed by user &V1& must first be stored in the data base, before you
can perform the Transport function.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Please wait and try again, or ask user &V1& to unlock the data by
quitting the transaction.
