What causes this issue?

The customizing data as well as the pointers to user exits and error
handling have not been defined. As a result, the system is unable to
format the exchange statement.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Define the customizing data in Table TOIAQ. Use Transaction O544 or the
Exchanges Customizing menu.
