This program can only be started during a system upgrade

What causes this issue?

You tried to access XPRA &V1& for IS-OIL, but it should only be used in
an upgrade phase. Execution only possible for SAP-release &V2&.

System Response

The system produces an error message. It does not run a report and does
not change the database. Execution of program &V1& is not allowed.

How to fix this error?

Please do NOT run the report after a system upgrade.
