No blocking factor defined for operating concern &1

What causes this issue?

When editing the operating concerns the system determined that a
blocking factor for operating concern &V1& has not been entered in
table TKEBB.
Therefore neither operating concern &V1& nor the respective table &V2&
are transferred to the local currency changeover control tables.

System Response

Operating concerns with incomplete information are skipped during the
local currency changeover.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
