What causes this issue?

This indicator controls the programs to be started for each phase.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you select the field, all programs from the phase are started.
Programs which have already run are also started.
If you do not select the field, only programs which have not run
previously or which were terminated with an error are started.
