Cycle & is not time-dependent and needs at least one counter

What causes this issue?

A counter has not been specified for the maintenance plan cycle. A
counter is required in the following cases:
For multiple counter plans (with at least one performance-based
<DS:GLOS.3528F488E8E6556EE10000009B38F983>strategy</>)
For maintenance strategies that are not time-based.
If a unit does not exist for the maintenance plan strategy

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Specify a counter for the cycle.
