What causes this issue?

An internal error occurred during the determination of the rebate
arrangement numbers that belong to arrangement &V1& within the
framework of arrangement extension (preceding or succeeding rebate
arrangements).
Each rebate arrangement contains a link to the arrangement that
precedes it in time.
However, the arrangement data read is inconsistent, that is to say
