What causes this issue?

The rebate arrangements listed have already been processed. You will
find the reason for the termination among the error messages for the
rebate arrangement that was last processed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Deal with the source(s) of the errors
Run the report again in order to process the remaining rebate
arrangements.
Contact your system administrator.
