What causes this issue?

You want to release an order that is combined by operation with the
following attributes:
Previous operations for the combined operations exist in an original
order
These previous operations have not yet been released

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Enter the previous operations in the relevant original order.
Release the combined order.
