Unable to create the combination characteristic

What causes this issue?

The transport request includes information about combination
characteristic &v1& in the source system. The combination
characteristic does not exist in the target system and cannot be
created.

System Response

The information for characteristic &v1& will not be imported.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
