Activation into Change Request / Cleansing Case not allowed

What causes this issue?

The process contains records with cross references which can be resolved
within this process. When activating those records into a Change Request
or a Cleansing Case, those references cannot be solved anymore.
Therefore, those activation targets are not allowed.

System Response

Continue to Activation Step is not allowed and prevented.

How to fix this error?

Change the Activation configuration without using activation target
Change Request or Cleansing Case.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
