What causes this issue?

It is possible to split a limit, or release an interim limit only if
the limit itself is completely released. This limit does not fulfill
these requirements.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First release this limit completely.
