What causes this issue?

Limit type &v1& could not be locked because user &v2& prevented this.

System Response

Limit Management was not updated.

How to fix this error?

Check the following:
Has an end-of-day processing run been started that uses the same
determination procedure?
Is the reorganization program for Limit Management running?
Is another user currently changing the limits of a limit type?
