What causes this issue?

You want to callup view &V1& for maintenance or display.

System Response

This function is not allowed.
<DS:GLOS.3526B341AFAB52B9E10000009B38F974>View</> &V1& may only be
called up using the OKEQN transaction (general version definition), or
OKEVN (<DS:GLOS.3526B65DAFAB52B9E10000009B38F974>versions</> in the
<DS:GLOS.3526B5D3AFAB52B9E10000009B38F974>controlling area</>).
This is because view &V1& requires data from other views.
The transactions mentioned above (view cluster maintenance) provide
this data.

How to fix this error?

Use one of the above mentioned transactions to maintain view &V1&.
