Cost component contains only variable costs

What causes this issue?

You have set an indicator for stock valuation, profit surcharge for
tax-based inventory valuation, or commercial inventory valuation that
does not match the indicator for control of the cost component.
If the control for a cost component specifies that it only contains
variable costs, the fields for fixed and variable costs cannot be set
in the valuation.

System Response

The system switches from "Fixed and variable costs" to "Variable
costs".

How to fix this error?
