What causes this issue?

Cost center &v1& is temporarily invalid in controlling area &v2&. The
validity period does not include the current date.

How to fix this error?

Create the cost center, or
enter a valid cost center.
If you want to make sure that you enter a currently valid cost center,
you can convert this message from a warning to an error message. To do
this, go to the Implementation Guide (IMG) "Controlling General", and
carry out the workstep
