What causes this issue?

You have not specified a value for the characteristic "&V1&" in the
planning layout, but the characteristic "&V2&" is dependent on the
value for that characteristic.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Specify a value for "&V1&" in the general data selection or in the
definition of either the rows or the columns.
