What causes this issue?

You are not authorized to &V1& the Customizing data.

System Response

You cannot carry out this function.

How to fix this error?

Contact your system administrator if you require authorization for this
function.
The function is protected by the object "S_TABU_DIS" (table maintenance
using standard tools).
The system checks field "Activity" for one of the following values:
02 = Change
03 = Display

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
