What causes this issue?

You are attempting to perform <DS:GLOS.WIP_calculation>WIP calculation
</> for order &V1& using the actual cost method. This order is assigned
to cost object &V2& in a <DS:GLOS.cost_object_hierarchy>cost object
hierarchy</>. Work in process for such orders can only be calculated at
target costs.
