Top-down distribution no. & has already been cancelled

What causes this issue?

You can only cancel a top-down distribution once. Once you have
canceled a distribution, you cannot reverse this.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

To "uncancel" the top-down distribution, execute it again.
