What causes this issue?

The environment for operating concern &V1& either has not been
generated or is inconsistent.

System Response

The transaction was cancelled.

How to fix this error?

You cannot use an operating concern until you have activated the data
structures and generated the environment. Execute the transaction
<DS:TRAN.KEA0>Maintain operating concern</> and display the status.
There the system displays a list of the actions that have yet to be
carried out.
If you do not have authorization to do this, contact your system
administrator.
