What causes this issue?
You must select at least one characteristic as a basis for the top-down
distribution. Aggregation occurs over the characteristics to be
distributed and then the key figure values of the characteristic to be
transferred are distributed.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
