Group & was only used locally before

What causes this issue?

Group &V1& has not been created, and is added only after saving to the
database. The where-used list for this group is also created when the
group is saved.
Group &V1& has not been used before this current maintenance.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
