What causes this issue?

You do not have all authorizations necessary to display or edit the
standard network &V3&.
The system checked the authorization for the planner group in the
standard network (C_PLKO_PLG) with the values:
Usage of the standard network (VERWE),,&V4&
Planner group (VAGRP),,&V1&
Action (ACTVT),,&V2&
