What causes this issue?

You do not have all the authorizations necessary to display or edit the
WBS element &V3&.
The system checks the authorization for the profit center (C_PRPS_PRC)
with the values:
Profit Center (PRCTR),,&V1&
Action (ACTVT),,&V2&
