What causes this issue?

You cannot call up transactions &V2& "&V1&" because you do not have the
proper authorization.
The system checks the transaction authorizations in the Project System
(C_PROJ_TCD) with the values:
Work area,,&V3&
Transaction type,,&V4&

System Response

The transaction &V2& was not carried out.

How to fix this error?
