Unable to find control table for converting industry sectors

What causes this issue?

An error occurred while converting industry sectors to comply with SAMBA
specifications.
Various industry keys for SAMBA are determined by the system from
customer legal forms, country indicators, and SAP industry keys.
The control table necessary for this conversion, <NP>JBSSAPTPBR</>,
cannot be found.
