Cannot determine system parameters; notify SAP Support

What causes this issue?

The current report cannot be called in customer systems. An error
occurred while determining the system parameters (SAP or CUSTOMER
system).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Start the upgrade only once the current conversion report has been
successfully processed and the error described above has been resolved.
